Established by Grace 19 of 15 June 1988 and appointed to consider the government of the University, known informally by the name of its Chairman, Sir Douglas William Gretton Wass. Its report to the Regent House in May 1989 proposed revisions to the University’s constitutional and administrative arrangements, ending the custom of the Vice-Chancellorship being held for two years by a Head of House and imposing a more pyramidal structure on the University’s constitution.
